 The City of New Berlin held an organizational Joint Review Board meeting on December 6, 2021 at 4:30 p.m. Due to the COVID-19 Pandemic, this meeting was not be open to the public in an in-person capacity. The meeting was held via Zoom. The purpose of this meeting was to organize a Joint Review Board for purposes of considering the proposed creation of, and proposed project plan for, Tax Incremental District No. 5 (the “District”).

The purpose of the meeting was also to review the annual reports and the performance and status of each Tax Incremental District governed by the Joint Review Board as required by Wis. Stat. § 66.1105(4m)(f).

Copies of the annual reports were available for viewing in the offices of the City Clerk at the New Berlin City Hall, located at 3805 S. Casper Drive during normal business hours and will be provided upon request. The annual reports are also available at https://www.newberlin.org

The Plan Commission of the City of New Berlin held a public hearing on December 6, 2021 at 6:00 p.m. for the purpose of providing the community a reasonable opportunity to comment upon the proposed creation of the Project Plan for the District. Due to the COVID-19 Pandemic, this meeting was not be open to the public in an in-person capacity. The meeting was held via Zoom. The District creation is expected to be an industrial district based on the identification and classification of the property proposed to be included within the District.

Proposed projects costs, in the District creation, include various public improvements and cash grants to owners or lessee or developers of land located within the district (development incentives) and professional and organizational services, administrative costs, and finance costs. The proposed costs include projects within the proposed boundary and within a ½ mile radius of the proposed boundary of the District.

 All interested parties were given a reasonable opportunity to express their views on the proposed creation of the District, the proposed boundaries of the District, and the proposed Project Plan thereof. A copy of the Project Plan, including a description of the proposed boundaries, is available for viewing in the offices of the City Clerk at the New Berlin City Hall, located at 3805 S. Casper Drive during normal business hours and will be provided upon request. The Plan is also available at https://www.newberlin.org

 Previous Action:

10/26/2021 - Common Council approved the requested action statement for the approval of an agreement with Ehlers & Associates for the preparation of a Tax Incremental Financing District (TID) Project Plan for TID #5 and setting a public hearing for 12/6/2021 before the Plan Commission.

11/9/2021 - Common Council reviewed and discussed the the Draft Project Plan for TID No. 5.  

12/6/2021 - Joint Review Board reviewed the proposed Project Plan.

12/6/2021 - Plan Commission reviewed the proposed Project Plan and held a public hearing.  

12/6/2021 - Plan Commission approved the Project Plan via Resolution #: 21-2.

1/11/2021 - Common Council approved the Project Plan via Resolution #: 2022-1.

1/18/2022 - Joint Review Boards reviewed and approved the Project Plan via Resolution #: 2022-3.
