Engineering Services

The mission of this division is to provide leadership and guidance in establishing design and construction standards for new and existing infrastructure; to establish, administer, and maintain rules held to promote the health, safety, morals, comfort, prosperity, and general welfare of the City. Also to provide assistance to citizens and others, with the goal of making City Government easy to understand and relate to, to foster professional development and engineering principals, resulting in a better place to live, work, and do business.
 
City Engineer / Supervision
Establish standards for design and construction of public infrastructure; represent the City as a technical liaison; oversee and approve the work of consultants; advise developers; and prepare operating and capital budgets.
 Developers Handbook
A guide for persons involved with new development in the City. Handbook includes checklists; format requirements for documents; design and plan standards and specifications; and inspection requirements. Revised 2/13/06.
 
Construction & Field Services
Administer agreements and contracts for proper compliance with schedules and regulations. Ensure that developers fulfill their obligations, protect the interest of the City in infrastructure and adjacent property owners.
 Development Review
Review permits and proposals; prepare Developers' Agreements, assign addresses; analyze erosion control plans; prepare Public Fire Protection Budget; review assessment roles; and provide historical reference.
 
Streets & Transportation
Manage roadway and bridge design, construction, and contracts; administer grants; ensure compliance with City policy; prepare and administer CIP and 5-year plan; study traffic; oversee pavement management; and review plans.
 Utilities
Supervise and analyze water and sewer projects; design and administer Public Works projects; review plans for utility, storm sewer, and road construction; prepare cost estimates; collaborate on public infrastructure design.
 
Storm Water Management
Manage surface water runoff; enforce the Storm Water Master Plan; oversee project planning, design, and construction; fulfill duties with respect to the DNR; investigate drainage complaints; and assist in community education.
